Get involved!  The Gretna Public Library Board of Trustees is currently looking for new members!

The Library Board serves as the governing body that oversees the creation of policies and functionality of the Library.  The Board acts as a sort of “checks and balances” system for the Library, and must approve all reports submitted by the Library Director before they can be turned into the City.  The Library Board is made up of seven members from the Gretna community and they each serve a term of four years.  The Library Board meets on the fourth Monday of each month at 6:30pm.

If you are interested in joining the Library Board, then please complete this application and turn it into the Library or City Hall.

About the Commission
The Planning and Zoning Commission conducts public meeting and hearing for the purpose of reviewing and developing recommendations to the City Council on a wide range of matters pertaining to the physical development of the city. The commission develops a comprehensive general plan, known as “Plan Gretna,” for the community which, after adoption by the City Council, is a guide for the orderly development of the city by both public and private sectors. The commission shall also make recommendations to the city of any matter relating to capital improvements, building codes, subdivision development, the annexation of territory, and zoning.

City Council meetings are a time for the governing body to vote on ordinances and resolutions and approve all other business of the city. Ordinances are like laws; they say what people can and cannot do in the city. Resolutions are statements of policy; they say what the city plans to do about something.

Accommodations

Persons requiring any accommodation (i.e., qualified interpreter, hearing assistance, etc.) in order to attend a council meeting should call at 402-332-3336, ext. 210 no later than 48 hours prior to the scheduled commencement of the meeting.

Addressing the Council

Citizens may address the council concerning the agenda on items that fall under public hearing or current business if recognized by the mayor. Please review our Citizen Testimony Tips on addressing the City Council in a public forum.
If you have a specific topic that you would like to propose that the City Council possibly consider at a future meeting, please contact City Hall for documentation.  These requests are not automatically included on the agenda for the next City Council meeting or any future City Council meeting.  Instead, these requests are reviewed by City staff and City Staff may take appropriate action with regard to a request.  If your request is determined to be appropriate for consideration at a future City Council meeting, then you will be notified.

Agendas & Minutes
The City Council agenda is constructed and made available to the public in the Office of the City Clerk on the Friday before the day of the meeting. Items are generally placed on the agenda in the order in which they are received. Any person may request to be placed on the agenda to discuss a topic of concern by contacting the City Clerk via written request at P.O. Box 69. The agenda is closed to new additions on the Thursday before the meeting.

Members
The four members of the City Council are elected on a nonpartisan basis from two wards and serve a staggered four-year term.  The City Council is the legislative division of the city government, and performs such duties and powers, which have or may be conferred upon the city by the constitution and laws of the State of Nebraska.

About the Council
The City Council is responsible for maintaining the peace, regulating business, protecting the public health and safety, and assessing such taxes and fees as are necessary and appropriate in the exercise of these functions. The council:

  • Enacts the city’s annual budget
  • Sets fiscal policies
  • Approves all spending whether for operations (i.e. salaries) or capital items such as major equipment purchases, street repairs, or other public improvements.
  • Regulates land use, including the creation and amendment of zoning laws

Legislation & Requests

While most of the proposed laws which come before council are referred by the administration, council may also initiate legislation itself. Council members also respond annually to many constituent requests, filling a crucial oversight role in the delivery of basic city services to the public.

About the Board
The Board of Adjustments’ duty is to hear and decide on written appeals concerning any interpretation made by a municipal official on the enforcement of the zoning regulations.Variances
To apply for a variance, please contact Kris Faris with the Building / Zoning Department at 402-332-3336, ext. 202. No variance shall be authorized by the board unless it finds that:

  1. The strict application of the zoning regulation would produce undue hardship
  2. Such hardship is not shared generally by other properties in the same zoning district and the same vicinity
  3. The authorization of such variance will not be of substantial detriment to adjacent property and the character of the district will not be changed by  the granting of the variance
  4. The granting of such variance is based upon reason of demonstrable and exceptional hardship as distinguished from variations for purposes of convenience, profit, or caprice
  5. The condition or situation of the property concerned or the intended use of the property is not of so general or recurring a nature as to make reasonably practicable the formulation of  a general regulation to be adopted as an amendment to the zoning regulations

About the Tree Board
It is the responsibility of the Tree Board to study, investigate, counsel / develop / update annually, and administer written plans (annual and long-range) for the care, replacement, maintenance, and removal or disposition of trees and shrubs in parks, along streets, and in other public areas. Such a plan is presented annually to the City Council and upon their acceptance and approval shall constitute the official comprehensive City Tree Plan for the City of Gretna, Nebraska.
